Paint Shop Pro– All Fonts Have An Outline But Are Not Filled In? [Read Details Below.]?
Right.
I’m making a bebo skin on PSP, but every font has an outline with the right colour, but the inside is white, even those like Comic Sans. How do I change this? I’ve re-loaded paint shop pro, downloaded fonts, changed colours and size, opened up another canvas, but it wont go back to normal.

It is so. You have to set both foreground color and background color – but one of them can be set as transparent. If I remember right it is the background color that gives the filling and the foreground color that gives the outlines, if you have set a number in Stroke width.
Yes It is in the Help section “The foreground setting determines the text outline, while the background setting determines the text fill”
